EXPLOITED AT HOME, EXPORTED ABROAD: The Impacts of IMF and World Bank Conditionalities on Filipino Workers and Migrants

International financial institutions (IFIs) continue to be instruments for neoliberal policies and conditionalities that put profit over people. The biggest among many IFIs is the International Monetary Fund-World Bank Group. Since its establishment post-World War II, the Fund and Bank continues to have a clear track record of undermining peoples’ rights, including that of workers and migrants, to favor big corporations and wealthy states.

For this year’s IMF-World Bank Annual Meetings in Bangkok, Thailand, the institutions continue to propose the same solutions that have placed workers and migrants onto the losing end. Their jobs agenda and their contribution to the migration for development arena are putting burden on the backs of those who toil everyday. And as a response, workers and migrants, along with their organizations are fighting for policy reforms and ultimately, for the shutting down of the IMF and the World Bank.

In this analysis paper, IWSAP, along with the Asia Pacific Mission for Migrants (APMM), laid out the historical and economic culpabilities of the IMF and the World Bank to Filipino and Indonesian workers and migrants. It attempts to unpack the unjust neoliberal policies that they have been touting as “good” for decades while proposing recommendations that truly push for a workers and migrants’ agenda.
